CDX User Types and NetDMR Roles

Outlines the Central Data Exchange (CDX) user types and the NetDMR roles that are available for each user.

There are four types of users in CDX: Permittee (No Signature), Permittee (Signature), Data Provider, and Internal User. NetDMR roles refer to the levels of permit access (View, Edit, Permit Administrator, and Signatory) that CDX users can request.

Permittee (no signature)

If you work for a company or organization and need access to view, enter and upload DMRs, edit CORs, and approve requests from other users — but do not sign or submit DMRs — you need the Permittee (no signature) CDX user type.

  • View - allows users to view DMR submissions and CORs, as well as download blank DMRs.
  • Edit - allows users to enter data into DMR submissions, as well as view DMRs and CORs, and download blank DMRs.
  • Permit Administrator - allows users to manage permit access requests. Permit Administrators can approve, deny, or revoke View and Edit access to a permit submitted by Data Providers and Permittee users. Permit Administrators can also approve or deny requests from Regulatory Authorities to view DMRs that have not been signed or submitted. In addition to managing access, Permit Administrators can view DMRs and CORs and download blank DMRs.

Permittee (signature)

If you work for a company or organization and need access to view, edit, sign and submit DMRs for a specific permit, you need the Permittee (signature) CDX user type.

If you request the Permittee (signature) user type, you will be required to sign an Electronic Signature Agreement (ESA), which is an agreement between yourself and CDX that will authorize your electronic signature. Permittees (signature) can either sign an ESA electronically or print, sign, and mail a hardcopy of the ESA form to TCEQ. Once your ESA has been approved by TCEQ, you will need to continue by Requesting Access to specific NPDES ID(s) within NetDMR.   • View - allows users to view DMR submissions and CORs, as well as download blank DMRs.
  • Edit - allows users to enter data into DMR submissions, as well as view DMRs and CORs, and download blank DMRs.
  • Permit Administrator - allows users to manage permit access requests. Permit Administrators can approve, deny, or revoke View and Edit access to a permit submitted by Data Providers and Permittee users. Permit Administrators can also approve or deny requests from Regulatory Authorities to view DMRs that have not been signed or submitted. In addition to managing access, Permit Administrators can view DMRs and CORs and download blank DMRs.
  • Signatory - allows users to sign and submit DMRs, as well as view DMRs and CORs, download blank DMRs, and edit DMRs. Because NetDMR uses electronic signatures, new Signatories must sign a Subscriber Agreement (SA) generated by NetDMR for each permit. This Subscriber Agreement is submitted to the Regulatory Authority for approval before he or she can sign and submit DMRs.

Data Provider

If you work for a laboratory, consultant, or contractor and need access to view, enter and import DMRs into NetDMR and edit CORs — but do not sign and submit forms — you need the Data Provider CDX user type.

  • View - allows users to view DMR submissions and CORs, as well as download blank DMRs.
  • Edit - allows users to enter data into DMR submissions, as well as view DMRs and CORs, and download blank DMRs.

Internal User

This CDX user type is for agency personnel only.

  • Internal Administrator - allows staff members to manage signatory access requests and view DMRs and CORs submitted by permittee users.
